From Postpaid to Prepaid Meters: How Our Estate Transitioned Utilities and Tackled Arrears

Why Our Sectional Title Estate Switched to Prepaid Meters

Managing utilities in a sectional title estate is never simple. Bulk accounts from Eskom and the City of Johannesburg place a heavy strain on the body corporate's cash flow, while owner arrears can quickly spiral into a financial risk for everyone. Our estate in Fourways decided to tackle these challenges head-on by moving to prepaid metering — and eventually linking arrears recovery to the system.

Here's how we did it.

Step 1: Choosing the Right Prepaid Electricity Provider

The first step was meeting with service providers and comparing quotes. Not all prepaid providers are equal. Many increase the unit rate or add hidden charges on top of Eskom's standard tariff. After careful evaluation, we chose Alpha Metering (Pty) Ltd because they charged the same Eskom rate per unit, with only a modest water service fee billed directly to the unit owner.

Trustees followed the usual compliance and verification process, ensuring the provider met all requirements before moving forward.

Step 2: Special General Meeting (SGM)

Converting to prepaid meters required a special resolution, meaning at least 75% of owners had to vote in favour. Once approved, Alpha Metering was appointed to begin installation.

Step 3: Installation of Prepaid Meters

Alpha Metering's team went above and beyond during installation. Working on meter boxes that were over 20 years old, they ensured everything was completed to the highest standard.

What stood out most was the personal touch:

  • They handed over keypads to every resident, assisting with the first load.
  • They stayed late into the evenings so that everyone — including those who work long hours — could collect their keypad.
  • They took special care with our elderly residents, patiently walking them through each step and making sure they felt comfortable using the new system.

Step 4: Moving Water and Sanitation to Alpha Metering

The next step was moving water and sanitation (previously billed by the City of Johannesburg) to Alpha Metering. This change relieved the estate of the monthly burden of bulk municipal bills.

  • Owners now pay deposits and are billed directly by Alpha Metering.
  • Alpha Metering handles payments to the municipality.
  • Cash flow strain and administrative overhead for the body corporate were reduced.

This alone was a win for trustees and owners alike.

Step 5: Tackling Levy Arrears with Prepaid Meters

Instead of stopping there, we took the bold step of integrating arrears recovery into the prepaid system. Unsurprisingly, this sparked heated debate. Some claimed it was "illegal" or "cutting off electricity," but our research and legal advice proved otherwise.

Legal Position

  • Not disconnection, not limitation: The system doesn't cut or restrict supply. It simply allocates part of each prepaid purchase toward arrears.
  • Commercial mechanism: It's a contractual recovery tool, not an exercise of public power. No court order is required.
  • Supported by law: The Sectional Titles Schemes Management Act (STSMA) allows rules to regulate finances, and CSOS (Community Schemes Ombud Service) oversees approval of amendments.

Step 6: Special Resolution and Rule Amendment

A second SGM was held, where owners approved the use of prepaid meters as a recovery mechanism. Once passed, the body corporate updated its Conduct Rules and submitted them to CSOS for approval.

The amended rules allow trustees to "hand over" qualifying arrear accounts (90+ days overdue, equal to or exceeding three months of charges) to Alpha Metering. From that point, a fixed percentage of every prepaid purchase (e.g. 50%) goes toward arrears, with the remainder toward electricity.

Step 7: How the Arrears Recovery System Works

  1. Monthly review: Trustees review debtors' accounts.
  2. Threshold: If 90+ days overdue and equal to or exceeding 3 months of charges, the account qualifies.
  3. Notification: The owner receives formal notice before activation.
  4. Activation: Alpha Metering applies the arrears recovery split on electricity purchases (e.g. 50/50).
  5. Ongoing monitoring: The system continues until the arrears are fully settled.

This process is handled by Alpha Metering, independent of the trustees, and does not involve lawyers or debt collectors.

Step 8: CSOS Approval and Implementation

After CSOS approved the rule amendment, communication was sent to all owners explaining the process. Trustees continue to monitor arrears monthly and notify Alpha Metering when accounts meet the criteria.

The Outcome

  • Cash flow stabilised: No more bulk payment pressure on the body corporate.
  • Fair recovery: Owners in arrears now contribute toward their debt each time they buy electricity.
  • Reduced admin: Trustees focus on governance, not chasing payments.
  • Owner accountability: Everyone pays for the utilities they consume, while levy arrears are gradually cleared.
